Prior to joining DOE, Turner served as CEO of the Hemsley Fraser Group, a global learning and development organization consistently ranked as one of the Top 20 companies in the world for management/leadership development, training outsourcing, and online learning. As CEO, Turner led an international team of learning and development professionals providing services to over 30% of the Fortune 500. He led complex workforce changes, market strategy shifts, and investor relations in guiding the business to increased profitability and value. He concurrently served as an Administrator for Hemsley Fraser's Paris-based parent company and, for a period, as parent company CEO.
Turner has been a member of the Senior Executive Service since 2000, having previously served in multiple leadership capacities in the U.S. Government. Prior positions include Director of Human Capital Management for the U.S. Department of Homeland Security, where he was one of the original executives charged with stand-up of the Department, and Director of Human Resources Enterprise Solutions for the U.S. Department of the Treasury, where he was responsible for HR information systems, modernization, and payroll. Turner began his career with the Department of Energy, where he served in a variety of capacities in DOE Headquarters, as well as the former Chicago Operations Office.
Turner holds a Bachelor of Science in Management from Clemson University. He has previously been recognized as a 'Federal 100' winner for his efforts to modernize government-wide human resources information technology, and he received the Secretary of Homeland Security's teamwork award for leading efforts to consolidate 20+ payroll providers into an integrated service offering at the time of the Department's formation.
