Ms. Starlisha (Star) Anderson is the Deputy Division Director (SES) of Human Resource Management for the Office of Information and Resource Management at the National Science Foundation. She is responsible for leading the human resources/human capital programs, ensuring NSF's 1,500 staff members can accomplish the important science mission of the Foundation. Most recently, she served as the Human Capital Director/Deputy Chief Human Capital Officer with the Office of Management and Budget (OMB) in the Executive Office of the President. During her time at OMB, Ms. Anderson oversaw the OMB Human Capital Office, which provided human capital support to all OMB employees, including the U.S. Digital Service. During her time at OMB, she established a human capital analytics team. She also designed and implemented OMB's Business Intelligence Human Capital Dashboard, which provided stakeholders with accessible and comprehensive workforce data. This effort led to the successful execution and delivery of OMB's first 4-year Human Capital Strategic Plan. Before working at OMB, Ms. Anderson worked as Acting Director/Director of Civilian Human Resources at the Department of the Navy from 2019 to 2022 and as Assistant Director of Human Resources Policy and Advisory Services for the Department of Justice in 2018. Ms. Anderson brings over 21 years of experience in federal Human Resources. Her career includes serving as an HR practitioner and in key HR leadership positions throughout the Department of Defense, NASA, NOAA, and the United States Coast Guard.
Ms. Anderson earned a master's degree in human resource management from Troy University and a bachelor's degree in organizational communication from the State University of New York at Buffalo. She is also a graduate of the African American Federal Executive Association Fellows Program and the Department of Defense's Executive Leadership Development Program. She is the current Vice Chair of the federal Small Agency Human Resources Council (SAHRC).
