Dr. Sheila Wright has served in the federal workforce for more than 22 years. Since the start of her federal career in 2000, she has worked at various agencies to include the Internal Revenue Service (Department of Treasury), Department of Housing and Urban Development, Department of Homeland Security (HQ), and Transportation Security Administration. She has been a member of the Senior Executive Service since December 2012.

Prior to accepting the Deputy Chief Human Capital position at USAID, Dr. Wright recently served as the Director, HR Strategy at the Internal Revenue Service (IRS) Human Capital Office (HCO). In this role, she provided executive leadership to more than 560 human capital professionals in the areas of customer relations, talent development, technology solutions, data management and analytics, policy, audit, engagement and retention, strategy, planning and research, and human capital services.

She has also been recognized for her leadership ability in mobilizing national learning and development programs and initiatives as well as establishing and building learning infrastructures in federal agencies. Her experience as a human capital executive includes leading the development and implementation of a Departmental Employee Development Strategy, promoting a coaching environment/culture; leading and building human capital planning, workforce, and succession planning programs, and data analytics initiatives; building stakeholder relationships; and managing multiple integrated project (collaborative) teams focused on HR solutions.

She earned a doctoral degree in Human and Organizational Studies, Human Resources Development from The George Washington University in January 2004.She also received a Master of Business Administration degree and a Bachelor of Science degree with a concentration in Management from Morgan State University. In academia, Dr. Wright has taught both undergraduate and graduate courses as an Adjunct Professor using both the virtual and traditional classroom platforms for more than three universities and has worked as a Higher Education professional at Morgan State University and the University of Maryland, University College.
