Mr. Roger E. Brown Jr. serves as the Deputy Chief Human Capital Officer for the Department of Homeland Security (DHS). He provides authoritative advice and guidance to all Department of Homeland Security (DHS) Components on the full range of human resource (HR) functional areas supporting the Office of the Chief Human Capital Officer (OCHCO) servicing DHS’s workforce of over 160,000 Federal employees. His primary focus areas include Human Capital Programs, Strategic Workforce Planning and Analysis; Learning, Education, and Development Strategy; and Strategic Talent Recruitment, and Engagement within OCHCO. Working with the Chief Human Capital Officer, he sets strategic direction and programmatic priorities for the human capital organization and provides leadership across a myriad of teams responsible for DHS workforce planning, advisory services, hiring, benefits, employee relations, executive resources management, talent management, engagement, contracts and vendor management, human resources information technology, and accountability.
Mr. Brown previously served as the Deputy Administrator, Office of Human Capital for the Transportation Security Administration (TSA) overseeing the Human Capital Operations teams, Professional Responsibility, the Employee Resiliency teams, the Policy and Career Program teams, Employee and Labor Relations, and the Field Service Delivery team. Prior to coming into Federal Service in 2020, Mr. Brown spent several years as an HR Leader within the realms of Public Utilities, Public Higher Education, and in the private sector as an HR Transformation Consulting and HR leader serving a variety of organizations and non-profits.
Mr. Brown Jr. earned a Bachelor of Science degree from the Ohio State University, followed by a Master of Science degree from Texas State University.
