Melody Armstrong was appointed as the Department of Justice's Deputy Chief Human Capital Officer and Human Resources Director on December 17, 2023. Ms. Armstrong directs the development, implementation, review, and analysis of HR policies, guiding the overall planning, direction, and timely execution of the full range of Human Resources Management (HRM) portfolio.

Melody Armstrong is a member of the Senior Executive Service and has a diverse background in human resources management. Prior to her current role, Melody served as the Director of Office of Human Capital Management for the Office of the Assistance Secretary for Indian Affairs where she served as principal advisor on the full spectrum of strategic workforce management plans, initiatives, programs, and policies for Indian Affairs organizations. Melody also served as TSA’s Executive Director for Human Capital Operations where she oversaw the day-to-day operations of Talent Acquisition and Talent Management Programs, Personnel Services, Program Office Support, HC Systems and Analytics, and HC Modernization to support the Agency’s transportation security mission.

Melody had an extensive career within Department of Defense (DOD). She worked at Defense Civilian Personnel Advisory Services (DCPAS) as the Associate Director for Strategic Planning & Accountability. Prior to joining DCPAS, Ms. Armstrong served as the Associate Director for HR Systems and Analytics at the Department of the Navy where she led HC business transformation/modernization and system implementations consistent with a larger DOD effort. Ms. Armstrong has also directed the development, implementation, review, and analysis of HR policies and programs. She gained this robust HR experience in agencies such as Department of the Army, NASA, and Defense Threat Reduction Agency. Her experience includes two overseas tours working for US European Command (USEUCOM) and US Africa Command (USAFRICOM), where she worked with Non-DoD Federal Agencies and Foreign Governments providing guidance and direction in the management of the US, Interagency, and Foreign National employment programs.

Melody completed the Department of Defense Senior Leader Development Program (DSLDP) and graduated from the Army War College in Carlisle, PA where she earned a Master’s Degree in Strategic Studies and a Joint Professional Military Education Phase II Diploma. Melody also holds a Master of Public Administration from Troy University in Troy, AL.
