Joe Knouff currently serves as the Acting Deputy HR Director & Acting Deputy Chief Human Capital Officer for the U.S. Office of Personnel Management.

Prior to Joe taking on this acting role, he served as the Division Director of Employee and Labor Relations, OPM Human Resources, where he worked closely with OPM's labor partners in AFGE, Local 32 and AFGE, Local 2450. Joe began his federal career with OPM Human Resources in 2004 as an HR Specialist hired through the Federal Career Intern Program. Throughout his 18+ year career with OPM, Joe has served in a number of HR specialties and in roles of increasing responsibility.

Joe holds a Bachelor of Science in Business Administration from Robert Morris University and a Master of Arts in Industrial and Labor Relations from Indiana University of Pennsylvania.
