Deputy Chief Human Capital Officer

Joe Knouff was appointed as the U.S. Office of Personnel Management's Deputy Chief Human Capital Officer on August 11, 2024. He began his federal career with OPM Human Resources in 2004 as an HR Specialist through the Federal Career Intern Program. Joe most recently served as Assistant HR Director for OPM Human Resources, and before that, as the Division Director of Employee and Labor Relations, where he worked closely with OPM's labor partners, AFGE Local 32 and AFGE Local 2450. Throughout his career with OPM, Joe has taken on various HR roles of increasing responsibility, providing consultation and advisory services for both OPM's headquarters and field sites.

Joe holds a Bachelor of Science in Business Administration from Robert Morris University and a Master of Arts in Industrial and Labor Relations from Indiana University of Pennsylvania.
