Jennifer Golder is the Chief Human Capital Officer of the Nuclear Regulatory Commission (NRC) where she is responsible for providing leadership, guidance, and support to NRC staff and management in attracting, developing, and retaining a high-performing, diverse, and agile workforce in support of the agency’s mission. Ms. Golder joined the NRC in 1999 as a program analyst in the Office of the Chief Financial Officer, and between 1999 and 2008, she served in corporate positions of increasing responsibility, including Leader, Budget Formulation and Executive Team, and Deputy Director, Information and Records Services Division, within the Office of the Chief Information Officer.

Since joining the Senior Executive Service in 2008, Ms. Golder has served in several corporate leadership positions of increased responsibility. From 2010 through 2013 she served as the agency Budget Director, where she was responsible for planning, formulating, allocating, and executing the agency budget totaling approximately $990 million annually and managing the agency programmatic internal control program.

Between 2014 and 2019 she served in multiple executive level positions in the Office of the Chief Human Capital Officer including Associate Director, Human Resources Operations and Policy; Associate Director, Training and Development, and Deputy, Chief Human Capital Officer.

From 2019 through 2023, she served as Director, Office of Administration, where she was responsible for a wide array of agencywide corporate support functions including acquisitions planning, execution and oversight; space and facility operations planning and management; and physical and personnel security management operations. She represented the agency on the Federal Chief Acquisition Officers Council and Federal Real Property Officers Council and she served as the agency Chief Sustainability Officer.

In 2024, she served as Acting Chief Financial Officer where she was responsible for formulation, execution, and oversight of the agency budget including fee policy, travel management, and programmatic and financial internal controls. She represented the agency on the Federal Chief Financial Officers Council.

Ms. Golder began her Federal career at the United States Customs Service and from 1992 through 1999, she served as a Management Information Specialist within the Office of Investigations, where she was responsible for administering the use of the Department of Treasury Asset Forfeiture program.

Ms. Golder earned a bachelor’s degree in communications from Old Dominion University and a Master of public administration from George Mason University.
