Colleen Heller-Stein is the Executive Director of the Chief Human Capital Officers Council.

In this capacity, she oversees the CHCO Council and works with human capital leaders from across the federal government on the development and implementation of human capital strategies and policies. She also serves as the Implementation Lead for the Workforce Priority of the President's Management Agenda. Colleen consults on legislative proposals , advises the OPM Director on human capital matters and serves as principal liaison for the OPM Director with CHCO Council members, cross-agency councils, and external partners, representing OPM's priorities.

Prior to this role, Colleen served as the Deputy Chief Human Capital Officer for the Department of the Treasury, where she served since 2010 in roles of increasing scope, complexity, responsibility, and impact, including Senior HR Business Partner for Domestic Finance, Director of the Office of Human Resources for Departmental Offices, and Acting Chief Human Capital Officer. In these roles, Colleen led several major organizational stand-ups, a complex workforce reshaping initiative, establishment and implementation of new pay plans, onboarding during the 2021 Presidential transition, and played a significant role in helping the Treasury workforce navigate the COVID-19 pandemic for its employees world-wide.

Before joining the Treasury Department Colleen held numerous positions in state and Federal government with the Commonwealth of Pennsylvania, the U.S. Securities and Exchange Commission, U.S. Government Publishing Office, and the Department of Veterans Affairs. Her experience also includes work abroad supporting active-duty military personnel and veterans in Germany, Belgium, and the Netherlands.

Colleen is a graduate of the Partnership for Public Service's Excellence in Government Fellows program and holds a Bachelor of Arts degree in American Studies from Dickinson College and a Master of Public Administration degree from the George Washington University's Trachtenberg School of Public Policy and Public Administration.
